One of the greatest challenges in cultural developments in Pahlavi I era was banning Borqa and Islamic covering (hijab) which forced the Muslim women of Iran to uncover their heads in an attempt for modernizing Iran. In this respect, the cultural heritage and the ancient traditions of Iranians conflicted with the western culture and civilization, which was considered a sign of rapid development. This ban was the breakthrough in the interference of state in the domestic affairs and the national identity of Iranians. To pursue its nationalistic goals, disregarding economic ,geographic and social conditions of Iranians, the ban was enforced nation widely in all parts and regions of the country in January 7th of 1935 (Day 17th of 1314 A.H.) by Reza Shah’s regime.
