هوش مصنوعی و توانمندسازی زنان: بررسی فرصت‌ها، چالش‌ها و راهکارها

چکیده
در این مقاله با مطالعۀ مقاله‌های علمی مرتبط با هوش مصنوعی و توانمندسازی زنان در کشورهای درحال‌توسعه، ضمن کشف سطوح و عوامل شکل‌دهندۀ مسیر توانمندسازی زنان مبتنی بر هوش مصنوعی، پیشنهادهایی برای سیاست‌گذاری در جهت دسترسی زنان ایران به زیرساخت‌های دیجیتال و آموزش مهارت‌های هوش مصنوعی و تضمین مشاغل باکیفیت در امتداد زنجیرۀ ارزش هوش مصنوعی ارائه شده است. ابتدا ۲۳ مقالۀ علمی-پژوهشی منتشرشده به زبان انگلیسی در سال ۲۰۲۴ به‌صورت یکپارچه مرور شدند. سپس، یافته‌های به‌دست‌آمده از مرور یکپارچه، در یک گفت‌وگوی گروه متمرکز توسط نمونه‌ای از زنان فعال در حوزۀ فناوری ایران مورد بحث و تبادل نظر قرار گرفتند. بر اساس یافته‌های پژوهش، هوش مصنوعی با توسعۀ مهارت‌ها، کارآفرینی، و سلامت شخصی‌سازی‌شده در سطح فردی، کاهش فقر و ارتقای آموزش در سطح نهادی، و برابری جنسیتی و دسترسی به بازارهای جهانی در سطح بین‌المللی، توانمندسازی زنان را تقویت می‌کند، اما کلیشه‌های جنسیتی، بیکاری، سوگیری الگوریتمی، و شکاف دیجیتال موانعی‌اند که با یادگیری مادام‌العمر، زیرساخت‌های محلی، و همکاری جهانی قابل رفع‌اند. با بررسی‌های انجام‌شده، راهکارهایی همچون حاکمیت مسئولانه و منصفانۀ هوش مصنوعی، تدوین قوانین و مقررات مناسب، افزایش مشارکت و توانمندسازی زنان، همکاری نهادهای مختلف، افزایش سواد دیجیتال، و حمایت از ابتکارات و آموزش پیشنهاد شدند.

چکیده English

This article explores the empowerment of women in developing countries through artificial intelligence (AI) by reviewing related scientific articles. It identifies the levels and factors shaping AI-based women's empowerment and provides policy recommendations for enhancing Iranian women's access to digital infrastructure, AI skills training, and quality job opportunities along the AI value chain. First, 23 English-language scientific-research articles published in 2024 were systematically reviewed. Then, the findings from this review were discussed in a focus group with a sample of women active in Iran's technology sector. Based on the research findings, AI enhances women's empowerment by developing skills, fostering entrepreneurship, and providing personalized healthcare at the individual level; reducing poverty and improving education at the institutional level; and promoting gender equality and access to global markets at the international level. However, gender stereotypes, unemployment, algorithmic bias, and the digital divide pose barriers that can be addressed through lifelong learning, local infrastructure, and global collaboration. The study proposes solutions such as responsible and equitable AI governance, appropriate legislation, increased women's participation and empowerment, collaboration among various institutions, enhanced digital literacy, and support for initiatives and training.
