This study examines the conceptual patterns and dominant approaches in the scholarly literature on women's citizenship rights in Iran through an interpretive meta-synthesis based on the framework developed by Sandelowski and Barroso. A total of 41 articles published between 2011 and 2023 were systematically analysed. The findings indicate that the literature is organised around a paradigmatic divide between a legal-normative approach, emphasising legal deficiencies and weak enforcement mechanisms, and a critical sociological approach, focusing on patriarchal culture and structural inequalities. This divide has created an analytical gap between macro- and micro-level perspectives and contributed to the relative absence of women's voices, agency, and lived experiences. Despite the richness of discipline-specific studies, the lack of an integrated interdisciplinary roadmap for translating fragmented knowledge into coherent policy solutions remains a major challenge. The synthesis suggests that the realization of women's citizenship rights is a complex, dynamic, and multi-layered process shaped by the interaction of four domains: normative-legal, institutional-executive, socio-cultural, and individual and collective agency. Finally, four policy implications are proposed: developing pilot legislation with social monitoring, establishing platforms linking research and policy, implementing mandatory gender-sensitivity training, and promoting qualitative, participatory, and action-oriented research with the active involvement of women.
